Revision to Special Permit 21774

On January 23, 2026 the second revision of DOT SP 21774 was issued by the DOT Pipeline and Hazardous Materials Safety Administration (PHMSA). These changes were requested by American Airlines and thereafter approved by the DOT.

Second Revision to DOT SP 21774

Changes in revision 2 include the addition of approved “corrugated plastic boxes,” manufactured in accordance with Air Transport Association (ATA) specification 300, that may be used for transportation when using the special permit. This packaging was added in addition to the previously approved corrugated fiberboard (cardboard) boxes. No other changes were made.

History of DOT SP 21774

On August 5, 2025 Tym’s applied for and received the original Emergency Special Permit 21774, which was quickly revised on September 3, 2024 to include important changes for easy adoption by the aviation industry.
